Take notice that on September 23, 2020, staff of the Federal Energy Regulatory
Commission (Commission) will convene an Electric Quarterly Report (EQR) User Group
meeting that will be webcast electronically. A supplemental notice will be issued prior to
the meeting with further details regarding the agenda, meeting registration information,
and electronic log in information.

FERC FORMS XBRL Due Dates

The following deadlines will apply to the initial filing of quarterly Commission Forms using the XBRL process:  
  • FERC Form No. 3-Q (electric) for Major Electric Utilities, Licensees, and Others for the third quarter of 2021, will be due on November 29, 2021. 
  • FERC Form No. 3-Q (electric) for Non-major Public Utilities and Licensees for the third quarter of 2021, will be due on December 9, 2021.
  • FERC Form No. 3-Q (natural gas) for Major Natural Gas Companies for the third quarter of 2021 will be due on November 29, 2021. 
  • FERC Form No. 3-Q (natural gas) for Non-major Natural Gas Companies for the third quarter of 2021, will be due on December 9, 2021.
  • FERC Form No. 6-Q for Oil Pipeline Companies for the third quarter of 2021 will be due on December 9, 2021.

All subsequent forms filings will be made using the XBRL process.  For reference, the following lists the dates for filing annual Commission Forms using the XBRL process:22021 FERC Form Nos. 1 and 1-F will be due on April 18, 2022. 2021 FERC Form Nos. 2 and 2-A will be due on April 18, 2022. 2021 FERC Form No. 6 will be due on April 18, 2022. 2021 FERC Form No. 60 will be due on May 1, 2022. 2021 FERC Form No. 714 will be due on June 1, 2022.         FERC Form No. 60 must be filed by May 1 each year; however, because May 1, 2022 falls on a weekend, filers may submit the 2021 FERC Form No. 60 by May 2, 2022.

New EQR Validation Q2 2020

FERC has recently updated their validation rules for EQR.  The updated validation rule deal with ID data.  This means these validations cannot be validated by Systrends EQR software before submitting to FERC because the application has no way of knowing who are registered filing agents or account managers inside FERCs eRegistration system. This is something that is checked after you submit the XML to FERC.

Now you will need to make sure that all the contacts listed (FA1 and FS1) are registered with FERC as filing agents or account managers for the company you are submitting the filing.

Currently only the FA1 Data - person submitting the filing, is the contact that had to be a listed as the filing agent or account manager with the company – now both need to be.

This means the FS1 contact – (the ID Data row in your excel spreadsheet - or what you copy forward into the filing) needs to be is a registered agent or account manager for the seller company. If that person’s contact information is not assigned as an agent or manager with the company under the company registration you will get a rejection.

Please check the FS1 data in your excel file and make sure the contact is set as a filing agent or account manager for the company on FERC Company eRegistration

(they must be assigned as an agent or manager for each company its used with, and not just eRegistered with FERC).

Also make sure the information in their registration is the same between what is in your data as they are registered with FERC to avoid any undo rejections.

If the FS1 contact needs to be updated to an agent or manager, and they receive any type of verification email from FERC, be sure they verify the change by clicking any link in FERCs email as necessary.

If you re unsure if the FS contact is an agent or manager,  than it is best to list FA contact information in there until the FS contact assignment is straightened out. (obviously not the best solution but a good work around to get filings submitted for Q2)

eTariff Filing Tip: Automerging Filings

This is a reminder about an automerge feature that exists in the eTariff Software. 

Systrends eTariff software now behaves just as FERC rules on what version of a tariff record is set as "EFFECTIVE" (or that is listed in the master tariff)

The First Rule: It all based on the effective date you set for the tariff record. The version with the most current effective date is the one that will be set as effective with FERC

The Second Rule: If you have a tariff record that has been submitted multiple times with the SAME effective date - the one that will be effective (or merged to be listed on top in the master tariff) is the one with the higher priority order number. Which is why that field should be increased if you are submitting a corrected tariff record with the SAME effective date as last time it was filed. If you do not increase or inadvertently decrease it, the previous one will still be set as effective with FERC and listed on top in the master tariff.

What this means:

1.  If you do an automerge and the queue says complete, but when you go to the master tariff and it doesn't show up, then that means the version currently in the master tariff either has a newer effective date or if its the same date you just merged the one you just merged has a lower priority order. And if you go to FERC viewer you will see FERC will have the previous version as effective and the newest version as superceded. It will need to be corrected with another filing

2. if you create a filing with a retroactive effective date, it will not over-ride what is currently in the master tariff (or what is effective with FERC). It will be listed as superseded with FERC. However you should still merge it just for the historical purposes. But note effective dates older than the one that is currently effective will NOT take effect at FERC (or in Systrends). It will be listed as this is how the tariff language was written as of that older date

3. If you need a retroactive date to be "effective" insert the record into the filing twice with the changes to the language that you need and list one with the past date (retroactive date) and the current date (or later date) so that the language will be in there as of the retroactive date you wanted. This applied to some who had to file Order 864 Compliance filings that needed a date of January 2020 but already had an effective date later than that. (Just be sure the language includes the changes for the later effective date as well.

4. a PRO to having this type of automerge feature is that you can merge filings in any order and know that the one that needs to be listed (based on effective date and priority order) will be the one on top in the master tariff. This was a big issue when the automerge did not merge based on effective date and priority order. Many times Master Tariff ended up with incorrect sections on top because when a merge was done on an older filing that was missed or there were several filings that needed to be merged at once (with a few containing the same section) the wrong version very easily ended up in the master tariff because the filings were not merged in the exact order. Older filings used to overwrite newer version. It merged everything you told it to and put that one on top. Now it checks the dates and priority to determine. Which is also a good backup validation - mainly if Systrends merge didn't put the latest record you wanted on top - good chance FERC has the older version of your tariff record set as effective also.

Systrends eTariff Submit To Sandbox Tips

There are a couple things that users should be aware of when it comes to submitting to the FERC Sandbox from eTariffManager.

1. You can submit to the Sandbox before generating an "actual" XML. Clicking the Submit to FERC Sandbox will generate a temporary XML in the backend, based on what is in the filing at the time of clicking the button.

2. If you get a validation error from the sandbox, you can correct your filing and resubmit. (Same goes for actual filings). You can submit the same filing ID to FERC if you received a Validation Rejection

3. PRIVILEGED and CEII documents are not put into XMLs that are sent to the Sandbox. This is for security purposes because the sandbox is an open port and the file can sit in the public folder on FERCs end for several minutes or hours before being picked up. You do not want public having access to them.

4. Because privileged documents are not sent the sandbox, it will not validate the rule regarding: For every "Attachment Reference" that is marked Privileged (or CEII) there must be a corresponding Public version of the "Attachment Reference"  - So please be aware of that.

5. It was discovered that the software is not enforcing the FERC size limit of 50MB per XML zip file when generating the Sandbox XML, but does enforce it when generating the actual XML. So you may have an XML larger than 50MB go through Sandbox, but not get generated in the queue.

eTariff Filing Tip: Original Filenames are going to FERC

There has been a change with eTariff 3.0 regarding filenames of attachments (and sections).

In version 2.0, the eTariff software would change the filenames of attachments (and sections) to a unique name, which was placed in the XML and sent to FERC.

Which meant the "unique filename" would appear in the FERC elibrary like this:

Now that version 3.0 will show the file name that you load it will look like this:

This means you should watch for 2 things when it comes to file names:

  1. You should make sure the filename is how you want it to be seen on FERC eLibrary
  2. Filename length limit (per FERC rules) is 60 characters!

If your file name is longer than 60 characters INCLUDING the format extension (.pdf, .docx, etc.) the software is going to cut off the beginning of the filename until it only has 60 characters total.

If you want to verify how the filenames will appear on FERC, just look at the filenames you loaded the Attachments Tab.

The Attachment tab shows the filename at the 60 character limit which is how they will appear in the XML and FERC.

So if you see part of your filename is cut off, that is because it is longer than the 60 Character (including file extension and spaces) and the software cut it down. So if it is not showing in the Attachments Tab how you would like, then you will need to shorten the filename

This is an example where the Attachment B is cut off at the beginning and not showing the company name like the other files.

If you want the first word showing (in this example "Garden"), then it is best to shorten the name by removing some words (or abbreviating) in the middle of the filename until the first word appears.

TROUBLE LOADING DATA into EQR or eTariff?

If you are working from home during this unprecedented time and are connected to your company VPN and now find yourself having issues loading files into EQR or eTariff, try disconnecting from your VPN first and see if it will load.

or contact your IT department to see if they can allow for file transfer or uploading through the VPN to the specific url link to the application.

New EQR Validation started Q1 2020

The new FERC Validation states:

  • Rate Units must be equal to the Standardized Units (i.e. $/MWh or $/MW‐Month) if Transaction Quantity equals Standardized Quantity.
  • Rate Units must be equal to the Standardized Units (i.e. $/MWh or $/MW‐Month) if Transaction Price equals Standardized Price.

What this means is when you have MWh for Energy and MW-Mo for Capacity then you use the Standardized Quantity and Standardized Price columns and they should match the Transaction Quantity and Transaction Price columns.

If you have Flat Rate - Then the Standardized Columns should be Blank

Is you have KWH Or KW-Mo then the Transaction Price and Transaction Quantity will not be the same as you have to do the conversion in the standardized columns.

New eTariff Validation effective May 18th, 2020

Take notice that, effective May 18, 2020, FERC will be implementing an updated validation error code    The new error code 176 will check to ensure that filings using the “Normal” or “Amendment” Type of Filing codes 
contain at least one actual tariff record that must be set to a change type other than Pro Forma.    If all the records/sections in the filing are pro forma change type then you will receive the validation error.
  For multiple records/sections in the filing you can have pro forma but at least one section must be set to another change type (new, change, cancel, etc.)   The filings codes that are effected are:   For Program Code E (TCS companies) – Filing codes 
  • (normal) 10, 20, 260, 280, 320, 340
  • (amendment) 130, 180
For Program Code M (MBR companies) – Filing codes 
  • (normal) 30, 60, 270
  • (amendment) 120, 170, 
For Program Code G (NGA Gas) – Filing codes 
  • (normal) 570, 630, 640, 650, 660, 680, 690, 750
  • (amendment) 600 
For Program Code K (NGPA Gas) – Filing codes 
  • (normal) 760, 1260, 1300, 1310, 1370
  • (amendment) 1270, 1350
For Program Code O (Oil companies) – Filing codes 
  • (normal) 830, 860, 870, 890, 920, 930, 960, 1070, 1250
  • (amendment) 1230
For Program Code F (Power Administrations) -  Filing codes 
  • (normal) 1220
The Commission’s eTariff system will reject filings violating this error code.
  So, Filings containing exclusively Pro Forma tariff records will receive the following rejection error in the validation email.   ---Error List
Failed Code 176: The filing category chosen requires the filing of at least one
actual (non-pro forma) tariff record.   Please note:
If you have ONE tariff record in one of those filing codes above and it is set to pro forma change type, you will get the validation error (rejection).
  But, if you have multiple records in the filing, than 1 or more can be set to pro forma but you must have one set to new, change, cancel or withdraw and you will not get the validation error. EQR Deadline Extended to June 1, 2020

To further provide relief to entities that are unable to meet deadlines due to
the ongoing impact of the COVID-19 emergency, pursuant to sections 385.101(e)
and 385.2008 of the Commission’s Rules of Practice and Procedure, 18 C.F.R. §§
385.101(e) and 385.2008 (2019), there is good cause to extend until June 1, 2020
the following deadlines for filings required by the Commission that occur on or
before June 1, 2020: (1) the deadline for filing the FERC Form Nos. 60 and 61; (2)
the deadline for filing the FERC Form No. 552 and; (3) the deadline for filing the

eTariff Version 3.0.1 will be Released Soon

Most everyone has received the 3.0.0 version in some way (either production or Sandbox). Systrends will be coming out with a small 3.0.1 release this week. 

The release notes for the items that were added, fixed or enhanced will be in the help tab of the under release notes. You can review and test the items after the version is updated on your server.

To check and see what version your application is currently running, go to the Help Tab and click About to see what version you are running. The current version is 3.0.0 and the new one will be 3.0.1

One of the biggest changes is that filenames that are loaded will now go into the XML rather than the unique, unidentifiable name that the application used to change it to. So please make sure to use file names that you do not mind are shown in FERC eLibrary.

MBR Companies Need to update Company Registration to Include MBR Database

When a company is registered with FERC there is an eTariff, EQR, and 549 checkbox choices to select based on what the company will be submitting to FERC. 

Now there is a new MBR checkbox. 

THIS BOX MUST BE CHECKED SO THE COMPANY WILL BE ABLE TO SUBMIT TO THE NEW MBR DATABASE.

You will need to go in to FERC Company Registration and check the new MBR checkbox. If this is not done before the end of the year you will not be able to submit to the MBR Data Collections Database (Order 860).

Please make sure you do this for EVERY company that you will submit MBR Data Collections filings for.

 

The checkbox is available now, so please make sure it is done as soon as possible.
