eTariff Version 3.0.1 will be Released Soon

Most everyone has received the 3.0.0 version in some way (either production or Sandbox). Systrends will be coming out with a small 3.0.1 release this week. 

The release notes for the items that were added, fixed or enhanced will be in the help tab of the under release notes. You can review and test the items after the version is updated on your server.

To check and see what version your application is currently running, go to the Help Tab and click About to see what version you are running. The current version is 3.0.0 and the new one will be 3.0.1

One of the biggest changes is that filenames that are loaded will now go into the XML rather than the unique, unidentifiable name that the application used to change it to. So please make sure to use file names that you do not mind are shown in FERC eLibrary.

Under the Help Tab in eTariff and EQR, select “Submit Help Ticket”.  Fill out the, summary and description of issue and include your email address then select “create”   2. If step 1 is not sufficient, please send an email describing the problem/issue to support@systrends.com    3. If Help Ticket (step 1) or email response (step 2) appears not to be enough for severity of the issue (in an emergency) please call 1-(888) 933-3582 (step 3)   NOTE: A call with a voice mail left at this number will initiate emails to several contacts in Systrends   4. If steps 1, 2 or 3 are not sufficient for the severity of the issue then please call one of our support manager’s cell phones (step 4): Renee Feeney (480-223-8639 ) or Michael Bruns      (480-323-6491 ) or Sree Desai  (480-747-3589).   5. MBR Companies Need to update Company Registration to Include MBR Database

When a company is registered with FERC there is an eTariff, EQR, and 549 checkbox choices to select based on what the company will be submitting to FERC. 

Now there is a new MBR checkbox. 


You will need to go in to FERC Company Registration and check the new MBR checkbox. If this is not done before the end of the year you will not be able to submit to the MBR Data Collections Database (Order 860).

Please make sure you do this for EVERY company that you will submit MBR Data Collections filings for.


The checkbox is available now, so please make sure it is done as soon as possible.

EQR 3.0 Coming this Week

This week (Feb 24-28, 2020), the new EQR 3.0 version will be updated to all servers. Your username and password will remain the same as before. There is a user guide in the help tab of the software. You are encouraged to make a few practice filings before the next filing quarter in April.

Original File Names Now in eTariff XML

Please take note that the file name of your documents is now going to display in XML and will be sent to FERC. Systrends is no longer making them unique. The  filename will be displayed in FERC eLibrary.

This means you will want to make sure that the file name of your documents are what you want to appear in the eLibrary as shown in the example submission below that is from Systrends eTariff software.

The filename is underlined in blue and the Attachment Reference Type (selected from dropdown in attachments tab) is shown below the file name. If you have any questions please contact renee.feeney@systrends.com

Take notice that on February 27, 2020, staff of the Federal Energy Regulatory Commission (Commission) will hold a technical workshop on the relational database being built in accordance with Order No. 860 (MBR Database). 

The meeting will take place from 9:00 a.m. to 12:30 p.m. (EST) in the Commission Meeting Room, at 888 First Street, NE, Washington, DC 20426.  All interested persons are invited to attend.  For those unable to attend in person, access to the meeting will be available via webcast.

This workshop provides a forum for dialogue between Commission staff and interested parties to discuss development and implementation of the MBR Database, including the data dictionary, XML, XSD, submission process, and test environment.  Staff welcomes suggestions for discussion topics prior to the workshop.  Individuals may suggest agenda topics for consideration by emailing mbrdatabase@ferc.gov.  An agenda of the meeting will be provided in a subsequent notice.

Due to the nature of the discussion, those interested in participating are encouraged to attend in person.  All interested persons (whether attending in person or via webcast) are asked to register at https://www.ferc.gov/whats-new/registration/02-27-20-form.asp. There is no registration fee.  Anyone with Internet access can listen to the meeting by navigating to www.ferc.gov’s Calendar of Events, locating the MBR Data Technical Workshop, and clicking on the link to the webcast.  The webcast will allow persons to listen to the technical conference and they may email questions during the meeting to mbrdatabase@ferc.gov.

Q4 2019 EQR Date Issue - Because of Daylight Savings Time

If you receive the following error:

Transaction End Date is required, should be in format YYYYMMDDHHMM and should be less than Quarter End and Greater than Begin Date.

and you see that the begin date is 1:55 am (201911030155) and then end date is 1:00 am (or 201911030100) you need to change the end date to end to 2:00 am (201911030200)

Daylight Savings Time ended on November 3rd, 2019 and is causing this issue.

FERC Reschedule Technical Conference for Forms

Due to the rehearing that FERC granted from EEI's motion to request an extension for comments, FERC is now rescheduling the Technical Conference for the Forms under Docket RM19-12

Dates for comments on this proceeding are now open until March 2, 2020

The date for the technical conference in this proceeding also is rescheduled to
March 24 through March 26, 2020.

Systrends will Attend the FERC FORMS Technical Conference in Feb

I wanted to let everyone know that Systrends will be sending a representative to the Feb Form Technical Conference in Washington DC.

Systrends has already begun research and development with XBRL format and will build software for the Form 1, Q3 and other forms for Electric, Gas and Oil. 

We may reach out to customers who would be interested in providing us feedback in what type of features they would like to see in the new software. 

Right now we need to wait for the technical conference and final rule from FERC

AttachmentSize Forms Technical Conference Notice.pdf138.26 KB Take notice that the Federal Energy Regulatory Commission (Commission) will hold a staff-led technical conference in the above-referenced proceedings on Tuesday through Thursday, February 4-6, 2020, from 9:00 am to 5:00 pm Eastern time.  The conference will be held in the Commission Meeting Room at Commission headquarters, 888 First Street, NE, Washington, DC 20426.  Staff anticipates issuing a supplemental notice and an agenda to provide additional information and a list of topics to be addressed prior to the technical conference.    Sounds like they will also be discussion MBR Data Collections requirement as well. FERC eRegistration Re-Certification

The Commission will initiate an annual recertification of all eRegistered user email addresses. eRegistered user accounts whose email addresses cannot be validated will be deactivated.  Deactivated user accounts will not be able to transact business with the Federal Energy Regulatory Commission without reactivating their account including submitting filings in a docket or receiving notices/updates from any docketed matter   Information on the eRegistration recertification process is available at http://www.ferc.gov/docs-filing/eregistration.asp.

So if your company has recently changed domains and your email is different than what might be registered with FERC please update your email with them... If it is not updated, submitting Tariff or EQR filings will not happen

Be sure to check all Managers listed for each company registration along with Filing Agents

FERC will hold and EQR user group meeting Deceber 4, 2019 from 1-5pm eastern.

This meeting provides a forum for dialogue between Commission staff and EQR
users to discuss potential improvements to the EQR program and the EQR filing process.
Prior to the meeting, staff would like input on discussion topics. Individuals may suggest
agenda topics for consideration by emailing EQRUsersGroup@ferc.gov.

Data Collections for MBR

FERC Acts to Modernize Process for Filing Commission Forms
The Federal Energy Regulatory Commission (FERC) is revising its electronic filing format for certain data collections to make it easier for filers to submit and data users to analyze information. By modernizing FERC’s data collections and making them more accessible, today’s final rule will increase efficiency in regulatory filings and business information processing, further the goal of transparency, and decrease the costs, over time, of preparing the necessary data for

The rule adopts eXtensible Business Reporting Language (XBRL), a nonproprietary, open technology standard, as the new filing format. XBRL will enhance system compatibility and security, and allow efficient sharing of data across different information systems. Industry groups broadly supported the move to the new standard, which will be used for
filing Form Nos. 1, 1-F, 2, 2-A, 3-Q electric, 3-Q natural gas, 6, 6-Q, 60 and 714.

The next step is for FERC staff to develop a draft XBRL taxonomy that will be discussed at a future technical conference. The Commission will collect additional comments before issuing a subsequent order to adopt the final standard and establish an implementation schedule.

Systrends will be attending the Technical Conference and will also be building software to help with the Form Filing Process in XBRL.

New Begin/End Date Validation in EQR

To All EQR User:

FERC is apparently now allowing the same begin and end date for transactions less than 1 minute (since there are no seconds listed in the time column the number in the columns looks the same).

This means that your data can have a begin date of 090120181200 and an end date of the same exact number 090120181200

This is going to make it difficult to see if this is an error or a transaction less than 1 minute.

I am warning all users of this because while we have changed the software to allow the same begin/end dates (because I know of one customer that needs it), there is NO WARNING for it in the software right now. Adding the warning is going to take some time and won’t be completed until after this quarter.

Please check your dates carefully to make sure that all the transactions that are greater than 1 min have the correct end time.
